It's now 2025. Yet more than 600 families who invested in apartments from Viktoriya Halitska’s construction company have received neither their homes nor justice. Unfinished buildings, frozen construction sites, multimillion-hryvnia debts, and ongoing legal battles have become the harsh reality for investors who believed the promises of a businesswoman who today continues to post “motivational” quotes and vacation photos on social media.

The projects where people lost their money include:
• Yevropeysky Kvartal Residential Complex (Vinnytsia)
• Club House Residential Complex (Staryi Gorod)
• Naberezhny Kvartal-2
• Dynastia Residential Complex
• Semeine Pomistya (Family Estate), among others

The losses from the Yevropeysky Kvartal project alone are estimated at 100 million UAH (approximately $2.5 million). Many people paid in full — often in cash, without proper documentation — trusting the “brand” and big promises. Completion deadlines were missed as early as 2019–2020. Today, five to six years later, most of the buildings remain unfinished, uncommissioned, and lacking basic infrastructure.

In 2020, a criminal case was opened under Articles 190 and 191 of the Criminal Code of Ukraine — fraud and misappropriation of funds on a particularly large scale. Investigators conducted 22 searches — at offices, construction sites, properties belonging to relatives, and even at Halitska’s luxury real estate near Kyiv. It was discovered that a significant portion of the assets was registered under relatives’ names, including her sister, who works as a nurse.

Since 2020, law enforcement has recorded over 300 official complaints from investors, yet not a single property has been completed at Halitska’s expense, and no families have received compensation. Victims have only received generic responses, blatant disregard, and public speeches about “charity” from Halitska herself.

At the height of the scandal in 2019, Halitska ran for parliament, promising to complete the Yevropeysky complex by spring 2020. The project, of course, was never finished. The campaign was one of the most expensive among independent candidates in the 12th district, and according to investors, was funded with their money. After losing the election (with just 3.3% of the vote), the developer disappeared from the public eye, focusing on scrubbing online mentions of her name.
Victims claim they handed over cash without signing proper contracts, placing their trust in company representatives. According to police, tens of millions of hryvnias were siphoned from the cooperatives between 2017 and 2019.

Following the raids and hundreds of complaints from citizens, investigators concluded that promises to complete the construction were merely a façade, while the collected funds were spent on personal expenses — including Halitska’s 2019 political campaign and her luxurious lifestyle.

As of 2025, the criminal case remains open, but no verdicts have been issued. The “Dynasty” company has shut down, the apartments remain unfinished, and families are still fighting for their homes — while Halitska continues to post motivational quotes, give interviews, and, according to media reports, is preparing for a possible move abroad.
