In July 2020, Ukrainian law enforcement launched a large-scale operation to uncover fraudulent schemes in the construction sector. At the center of attention was a developer from Vinnytsia — Viktoriya Halitska — whose actions led to the deception of hundreds of investors.
Large-Scale Construction Fraud
The "Yevropeysky" residential complex in Vinnytsia became a symbol of hope for many families dreaming of owning a home. However, behind the beautiful promises lay financial manipulation. According to the investigation, around 620 families handed over large amounts of cash for apartments that were never built.
On July 16, 2020, police conducted 22 raids at various locations linked to Halitska’s activities. The investigation targeted company offices, residential properties, and other real estate assets registered under the names of the developer’s relatives. The goal was to seize documents and evidence confirming the fraudulent actions.
As a result of the investigation, criminal proceedings were initiated under Articles 190 and 191 of the Criminal Code of Ukraine, concerning fraud and embezzlement. However, many victims have yet to receive any compensation, and construction of the residential complex remains halted.

The “Yevropeysky” residential complex has now become a symbol of betrayal. Families handed over large sums of money hoping to get new homes, but instead received the same answer: “You are the housing cooperative — build it yourselves.” The main fund collection was carried out through a housing cooperative scheme (ZhSK), where investors were legally registered as developers, creating a legal loophole for Halitska to formally avoid responsibility.
Victims reported that they handed over money in cash without official documentation because they trusted company representatives. According to the police, tens of millions of hryvnias were illegally funneled from the cooperative between 2017 and 2019.

Following raids and statements from hundreds of citizens, the investigation concluded that the promises to complete construction were merely a facade, while the collected funds were diverted for personal use — including Halitska’s 2019 political campaign and lavish lifestyle.

As of 2025, the criminal case remains open with no verdict issued. The company “Dynasty” has ceased operations, and the apartments remain unfinished. Families continue to fight for their homes, while Halitska keeps posting motivational content, giving interviews, and is reported to be preparing to move abroad.
